Once upon a time, there was a kingdom made up of cats and dogs who lived in perfect disharmony.
The king was a dog.
The counsellor was a dog.
Even the aristocracy was mainly formed by dogs.
Dogs had the money, the power and the lands, while cats worked and served them at home and on their farms.
The dogs, having been given so much power, would regularly attack the cats for the flimsiest reasons or just for the fun of it.
The cats would complain to other dogs, since dogs were in the position to stop other dogs from attacking them. "That dog just attacked me." And the other dogs would ask: "What did you do? We dogs don't attack for no reason at all."
And so, nothing was ever done and the cats kept being at the receiving end of unwarranted attacks by the dogs.
The violence kept escalating and many cats ended up wounded or, worse, dead. So, one day the cats grew tired about the situation and sought help from the king: "Please, king, do something. These dogs are killing us."
The king looked at the cats and could not understand. The king himself was a dog who had attacked several cats. And so the cats were left alone to their ill fate.
One day, the king, wanting to exercise more power and control over his subjects, formed a special force, to regulate their activities, especially of those he considered a threat to his reign and who brought shame to his kingdom: the special dogs.
The force worked efficiently for the first few months, then they grew power hungry as they earned more approval from the king. They started bullying and harassing any dog they suspected was a danger to the kingdom. Sometimes they accused innocent and harmless dogs just so they could have an excuse to extort goods and money from them. Occasionally they attacked cats. But cats hardly had any money or goods. They were mostly workers and servants who barely had enough to eat.
The bullying by the special dogs eventually escalated to serious injuries, looting and even killing, and dogs started to fear for their lives and their properties.
One day the dogs gathered and decided that they would ask the king to dismantle this special force, but then they reasoned that if the cats joined them too, it would a unanimous protest.
The cats didn't understand why they should join the dogs. This special force hardly harassed or killed cats. They targeted dogs. The same dogs that have been committing acts of violence against cats.
If the population of dogs were reduced or at least held under fear of violence by this special force, wouldn't that have meant a safer kingdom for cats?
And so the cats responded: "We have work to do."
Afterwards, the dogs left for the palace to beg their dog king to stop the special dogs from killing dogs.
It was clear that cats had nothing to do with this.
