I will not bother with any reason that a person who employs the services of an underaged person, presents for hitting them.
YOU DO NOT HIRE UNDERAGED WORKERS. It's child abuse and exploitation, no matter how nice you think you are to them.

Children shouldn't have to work for any of this. These are fundamental rights of any child. You are practically selling a child's rights to him or her under the guise of helping the child and the family.
You are not a good person if your househelp is a minor.
You want a house keeper? Hire a person above the age of 18 and agree on a salary. Discuss their benefits and their leave. Behave like any sensible employer would do.
But no. You want to be unfortunate. You want someone who won't challenge you. You want someone who does not know his or her rights. You want someone who does not have a choice.
